Mehak, Kelly teamed with parks and trails planning consultants to prepare a comprehensive master plan to guide planning for parks, indoor and outdoor recreation facilities, leisure programs and trails; included needs assessments for parks, trails, recreation programs/activities and facilities, along with delivery system policies and procedures related to these areas.

The plan provided recommendations on future needs based on local socio-demographic profile and growth forecasts, community interests identified though surveys, public meetings, focus groups and key informant interviews, and factors related to recreation, public health, and social trends.
