Mehak, Kelly worked with thinc design to develop this Plan for the City of Thorold. An extensive community consultation process included random telephone and on-line household surveys, and surveys of facility user groups and area cycling clubs. These were supplemented by interviews with Council and City staff and meetings with service providers and the business community.
Key considerations in the Plan included strategies for leveraging parks and recreation assets to increase community cohesion and to collectively accommodate sport, physical activity and non-sport/physical programming, integrating a regional partnership for a Canada Games Complex into future municipal plans for recreation infrastructure, and providing direction on a formal program function for the municipality.
Over 100 individual recommendations were organized in terms of interdependencies and contingencies into projects/initiatives that were rationally sequenced for implementation over the Plan’s ten-year timeframe. Capital and discrete operating cost estimates were provided for municipal budgeting purposes.
