Mehak, Kelly teamed with parks and trails planning consultants to prepare a high level strategy to determine need for, and general location of, recreation and human services facilities for the future Port Lands waterfront communities, as this area is transformed from primarily industrial/port uses to residential communities at long-term build-out. Facilities included indoor pools, arenas, gymnasia, multi-use recreation space, schools, libraries, childcare centres, human services/agency space, fire, police and emergency services, and municipal parks. Mehak, Kelly was responsible for developing indoor facility/services analyses and recommendations, comparative facilities research on co-location in terms of integrative design and partnerships, and research with agencies for input to determining need for facilities.
